cartoThe Growth with Governance in the Mineral Sector Project, or PROMINES, is a technical assistance project with the government of the Democratic Republic of the Congo, co-financed by the World Bank and the British Department for International Development.

The project’s objectives are to improve governance in the mineral sector and increase its contribution to economic growth and sustainable development at the national, provincial, and local levels. The project officially began in 2010 and is programmed for ten years (two 5-year phases), with a total budget of $170 million.

The project has five components:
A. Ensure access to resources
B. Build sector management capacity
C. Enhance transparency and accountability
D. Build up sustainable development settings
E. Project coordination and management.

The A2 section of component A, ‘Access to resources’, mainly contains actions intended to (re)develop basic knowledge on the national geology and mineral resources, as well as more specialised knowledge on a number of priority topics and/or zones, organized in a ‘national geo-data infrastructure’ using the most modern ICT tools.

The RMCA acts as the scientific and technical adviser for the DRC Ministry of Mines for the implementation of section A2. During the drafting phase (1 year), it is responsible for defining the different work components, developing technical dossiers (terms of reference), and collaborating in the selection of international consortiums to execute the tasks. During the execution phase (4 years), it will provide scientific and technical supervision of these consortiums and coordinate them.
