Before the independence, Mobutu mainly wanted to build a career as a journalist. With the Round Table conference, he ended up in the territory of Patrice Lumumba who promised him a high position in the Congolese army when rebellion broke out in July 1960. Mobutu did not have much affinity with war veterans of the police force, although he seems to be listening them attentively here.

PALUKU, respectivement Ministres de l'Intérieur, de l'Economie Nationale, Secrétaire d'Etat à la Justice, Haut-Commissaire à l'Information et au Tourisme du Gouvernement Central et Gouverneur du Nord-Kivu, a quitté la Capitale Congolaise le jeudi 24 mars 1966 pour Inongo, chef-lieu de la province du Lac Léopold II.
À Inongo, les anciens combattants expriment leur doléances au Chef de l'Etat.
